Storm Water Management
Illicit discharge detection and elimination
Development
of a storm system sewer map or equivalent, showing: location
of major pipes, outfalls, and Topography; and (if data already
exist) areas of concentrated activities likely to be a source
of storm water Pollution; to the extent allowable under state
law, effective prohibition through ordinance, order, or
similar means, of illicit discharges into the storm sewer
system and implementation of appropriate enforcement
procedures and actions; implementation of a plan to detect and
address illicit discharges, including illegal dumping;
informing public employees, businesses, and the general public
of hazards associated with illegal discharges and improper
disposal of waste, potentially including storm drain
stenciling, a program to promote public reporting of illicit
connections and discharges, and distribution of outreach
materials.
Construction site storm water runoff control
Development, implementation, and enforcement of a program to
reduce pollutants in storm water runoff to the separate storm
sewer system from construction activities that result in land
disturbance of greater than or equal to one acre. Use of an
ordinance or other regulatory mechanism that controls erosion
and sediment to the maximum extent practicable and allowable
under state law. Also, control of other waste at the
construction site that may adversely impact water quality,
such as discarded building materials, concrete truck washout,
and sanitary waste .
Inclusion in the program of, at a minimum:

Requirements for construction site owners/operators to
implement appropriate best management practices (BMPs),
·
Provisions for pre-construction review of site
management plans,
·
Procedures for receipt and confirmation of
information submitted by the public,
·
Regular inspections during construction,
·
Penalties to insure compliance.
Post-construction storm water management in new development
and redevelopment
Development, implementation, and enforcement of a program
to address storm water runoff from new development and
redevelopment projects that result in land disturbance of
greater than or equal to one acre and that discharge into the
separate storm sewer system. Inclusion of a plan to implement
site-appropriate and cost-effective structural and
non-structural best management practices and to ensure
long-term operation of such BMPs.
Assurance that controls are in place to prevent or minimize
post construction water quality impacts, including structural
BMPs (e.g., storage, filtration, and infiltration practices)
and/or nonstructural BMPs (e.g., policies or ordinances
resulting in protection of natural resources and prevention of
runoff, including requirements limiting growth to certain
areas); responsiveness to improvements in storm water
technologies.
Pollution prevention/good housekeeping for municipal
operations
Development and implementation of a cost-effective
operation and maintenance program to prevent or reduce
pollutant runoff from municipal operations. Training of local
government employees (using materials available from
the EPA, State, or other organizations approved by the local
government) to prevent and reduce runoff from government
operations. (E.g., training on maintenance activities,
inspection procedures, waste disposal procedures, etc.) |
